Nearly there
Hi owners of Parques Casas Blanca, Benissa. I have spoken with Sabine today and she has informed me that the units, numbers 78 and 79 will be ready, cleaned and tidy by the first week in November. We can then start fitting the furniture and lighting etc. The electricity and sewage company cannot guarantee that the services will be in use, until January or February, 2007. We will not be able to live in them until then. the pool is bieng tiled this week and everything is looking good. Please contact:

SORRY TO BOMBARD YOU WITH QUESTIONS BUT WE WERE SURPRISED TO READ THAT THERE IS NO HABITATION CERTIFICATE AS PC IS A HOTEL-APARTMENT-RESIDENCE. WE HAD NOT REALISED THAT THIS WAS THE CASE. WE WERE UNDER THE IMPRESSION THAT THESE WERE REGULAR, NORMAL APARTMENTS WHERE THE 'COMMUNITY' PROVIDED FACILITIES THAT WERE MUCH MORE EXTENSIVE THAN USUAL - MORE LIKE THOSE ONE WOULD EXPECT TO FIND AT A HOTEL.
OUR LIMITED KNOWLEDGE OF SPAIN AND HOW THINGS WORK TELLS US THAT WITHOUT A HABITATION CERTIFICATE THE PROPERTY IS NOT CONSIDERED TO EXIST AND AS SUCH I WOULD NOT BE ABLE TO SIGN ON THE PADRON AT THE TOWN HALL AS I WOULDN'T HAVE A ADDRESS THAT THEY ACKNOWLEDGE EXISTS.
WITHOUT SIGNING ON THE PADRON BASICALLY I DON'T EXIST. THIS MEANS THAT THERE ARE MANY NORMAL THINGS THAT I CANNOT DO.
FOR EXAMPLE, IF I'M NOT REGISTERED ON THE PADRON AT THE TOWN HALL I HAVE NO ADDRESS TO WHICH TO REGISTER A CAR, OR A MOBILE PHONE ACCOUNT. WITHOUT BEING REGISTERED ON THE PADRON I UNDERSTAND THAT I CAN'T REGISTER FOR HEALTH CARE EITHER.
I ASSUME THAT AS UTILITIES - INC PHONE - WOULD BE PROVIDED TO EACH APARTMENT FROM THE 'HOTEL' AND BILLED BY THEM AND THAT THESE WOULD NOT BE A PROBLEM.
LIKEWISE I ASSUME THAT THERE WILL BE POST-BOXES ON SITE FOR EACH APARTMENT AND THAT BASURA AND RATES WILL BE DIVIDED UP AND PASSED ON TO EACH APARTMENT BY YOURSELVES RATHER THAN EACH APARTMENT PAYING IT DIRECT.

The Cedula de Habitabilidad is a certificate issued by the local authorities to certify that normal residential homes comply with the specific health and urbanistic planning regulations. In the case of Parques Casablanca, there are various other controls and regulations to fulfill that are not deemed necessary for homes foreseen for just private use. The last of these certificates is the Opening License. In any case, a Certificado de Habitabilidad is purely for urbanistic purposes and gives you access to the utilities, in other words you cannot contract power, water and telephone without it. It is not to be demanded as proof of residence or the like and has nothing to do with you being able to register at the Padron Municipal, etc. In any case in order to register at the Padron you must have a permanent address, not own a property, you may rent a property and still be a permanent resident in Spain. What you must present in order to prove your residence is your tax declaration as a resident and a copy of your deeds (escritura) or a rental contract. Therefore, be assured that Parques Casablanca exists, ergo you will exist. You shall have an address, you will be able to register a car, contract a mobile phone and have health care. The utilities : power, water, rubbish collection, as well as rates, insurance, ect. will be billed individually to you by the Management. You have electronic meters for water and power and you will be paying less than if you were contracting directly. Post delivery to this part of the coast is very deficient, but in our case it will be kept for us at the post office and it will be delivered or picked up in bulk to us daily.
